The book
A lever for impact and performance in public action in Senegal
Diagnosis · Challenges · Outlook
Public procurement is one of the foremost levers of a State’s performance. In Senegal, as in all UEMOA member countries, it directly shapes the effectiveness of public policies, transparency and the impact of projects.
The book proposes institutionalising a regulated outsourcing of public procurement procedures, without calling into question the fundamental principles that govern public procurement.
To buy is to govern: the purchasing function at the heart of public performance
Procurement: developments - findings - issues
From findings to action: why institutionalise the outsourcing of public procurement?
From authorisation to action: outsourcing in practice

The initiative
A ten-year diagnosis, findings and an outlook to rethink the procurement function and strengthen public performance.
A space for exchange and consultation between decision-makers, practitioners and partners.
Make public procurement a real lever for performance, innovation and value creation.

The modernisation of public procurement is today at the heart of the reforms undertaken by States to strengthen governance, transparency and performance. In Senegal, this momentum is reflected in a clear determination to improve the effectiveness of policies and the optimal use of public resources.
This book was born of a conviction: reforms deliver lasting results when they rest on strategic thinking, appropriate governance and the professionalisation of those involved.
Drawing on ten years of observing and practising public procurement in Senegal, this book analyses what has been achieved, the challenges that remain and the prospects offered by a regulated outsourcing of public procurement procedures, in keeping with the principles of transparency, competition and accountability.
My hope is that this publication will help foster dialogue between institutions, practitioners, the private sector, academics, development partners and civil society, in the service of public procurement that performs better, is more focused on results and is fully recognised as a strategic lever.
